  • Access:  who has educational opportunities most and least available to them and why?
  • Affordability:  who has access to what kind of college and how will they pay for it?
  • Accountability:  what kinds of outcomes ought students, parents, employers and society expect of higher education?
  • Sustainability:  what resources will universities and colleges have to continuously improve quality and maintain accessibility?
  • Differentiation how will universities and colleges distinguish themselves and their value in the face of increasing commoditization?
